Combine all the ingredients (except the rosé), in a large jar with ice.

Empty entire mixture into a punch bowl and add the rosé wine.

Optionally, garnish with dried lavender buds or a flower.
Notes
Lavender syrup
Combine ¾ cup granulated sugar, ¾ cup water, and 2 tbsp culinary-grade lavender in a small saucepan over medium-high heat. Bring to a boil; stir and let boil until sugar is fully dissolved. Remove from heat and steep for 15 minutes. Strain into a clean jar and cover. Keeps refrigerated for up to 2 weeks.
