In a pitcher, muddle the raspberries with the sugar and orange twists.
Add the remaining ingredients (except the champagne) and fill the pitcher with ice cubes.
Stir until cold.
Pour the champagne into a punch bowl, then strain the contents of the pitcher over the top.
Add 1 large block of ice.
Garnish with the raspberries and lemon wheels and serve with a ladle and punch glasses.
